		<description>Cindy Potter is absolutely right!  A philospohy called CPTED (pronounced sep-ted), an acronym for Crime Prevention Through Environmental Design considers four main areas of interest; Natural Access Control, Natural Surveillance, Territorial Reinforcement, and Maintenance.  The Broken Windows Theory (written about in Atlanta Monthly in 1982 by James Wilson and George Kelling) falls right in line with the need for constant neighborhood upkeep or maintenance.  Once the first piece of trash is thrown on the street, the next one is easier to leave behind, and so on, and so on - until the area is filthy, people feel unsafe there, and the residents&#039; quality of life depreciates further and further until someone steps in and works to correct the problem.  One of the most effective ways to begin corricting the problem is through the application of CPTED.</description>
